State Fuel Assistance
Fuel Assistance (LIHEAP)
Fuel Assistance, also known as the Low Income Home Energy Assistance Program (LIHEAP), is a government program that helps low-income families and individuals pay their heating bills during the winter. The program is available to both low-income tenants and homeowners, with eligibility based on the household's gross annual income. Renters may also receive fuel assistance, even if their heating is included in the rent.

Eligibility & Amount Granted
The amount of fuel assistance received depends on factors such as income, housing status, and heating costs. Recipients of State Fuel Assistance are also eligible for discounted electric and gas utility rates. Additional services may include weatherization, heating system repairs, and Citizens Energy heat assistance programs.
Fuel assistance payments for actual usage or fuel delivery are made directly to the heating vendor for primary energy needs from November 1st to April 30th, unless heating costs are included in the rent.
Initial Applications
Initial applications will be available starting November 1st by appointment only (see contact details above to schedule an appointment).
Please notify our office at least 24 hours in advance if you need to cancel your appointment. Failure to communicate a cancellation will require you to visit the fuel assistance office in Lowell to complete your application.
