Burlington Public Library Mission Statement
The Burlington Public Library is a community hub that promotes lifelong learning, exploration, and innovation.
In May 2018, we hired a strategic planning consultant, Barbara Alevras of Sage Consulting Services, to guide us through the planning process, to facilitate a series of planning exercises, and oversee the collection and analysis of performance data and community feedback. After establishing our planning goals and calendar milestones, we developed a detailed planning process that focused on inclusivity, objectivity, and transparency.
We invited eight community members representing diverse Burlington constituencies to serve on our Strategic Planning Advisory Committee (SPAC). To familiarize SPAC members with the community and the Library’s current operations, we created an orientation package that included a community demographic profile, provided an overview of BPL services, and presented current library trends.
During its three-month term, the SPAC met monthly to:
- Develop community vision statements that describe the ideal Burlington
- Prioritize vision statements BPL can support with its activities
- Discuss initial internal and community feedback
- Review a draft of the BPL’s Strategic Plan document
During the planning process, the BPL solicited feedback from staff and Burlington residents regarding the Library’s current performance and future needs, including conducting two SOAR exercises and three surveys. We received a significant amount of feedback from almost 600 people. Thank you to all who have participated and helped to make the process work.
On September 13, 2018 the Strategic Plan was approved by the Board of Library Trustees and subsequently accepted by the Massachusetts Board of Library Commissioners. The complete Strategic Plan can be found below.

Appendix A—Strategic Planning Process Flowchart The flowchart visually depicts the BPL’s planning methodology, including the timeline, assessment mechanisms, and process participants.
Appendix B—Burlington Community and Library Profile This document served as an orientation resource for the Strategic Planning Advisory Committee (SPAC), including a demographic profile of Burlington and a description of BPL’s services and programs.
Appendix C—Community Vision Statements After the SPAC brainstormed a series of community vision statements reflecting the ideal Burlington, it identified and prioritized the vision statements that BPL can reasonably and positively impact.
Appendix D—SOAR Analysis Summary This documents the results of an environmental assessment of the BPL’s strengths, opportunities, aspirations, and results.
Appendix E—Community Survey Results The community survey was conducted for three weeks in June-July 2018 via SurveyMonkey. The raw data and narrative comments are presented in addition to summary graphs and charts.
Appendix F—Staff Survey Results The BPL staff participated in a survey in June 2018. The raw data and narrative comments for the staff’s SOAR exercise and staff survey are presented in addition to summary graphs and charts.
Appendix G—Young Adults Survey Results The young adults survey was conducted for three weeks in June-July 2018 via SurveyMonkey. The raw data and narrative comments are presented in addition to summary graphs and charts.
Appendix H—BPL Action Plan Fiscal Years 2020-2024 The Library’s Action Plan presents specific tasks, accountability, and target dates for completion during the term of the Strategic Plan.
