The presentation provides an excellent summary of the report that was presented to the 2001 October 1 Town Meeting. 2000 September 27Town Meeting adopted resolution 2, which enabled the town administrator in consultation with the town moderator, to appoint a task force consisting of members of the Planning Board, Selectmen, Board of Health, Bylaw Review Committee, Town Meeting representatives, at least one member of the Burlington Moratorium Committee, Land Use Committee, citizens, and the business community. The mission was to "articulate a collective vision for what the Town of Burlington should be and make specific recommendations for the next step to address future growth, redevelopment and infrastructure with progress reported at the January 2001 Town Meeting."
2001 JanuaryGrowth Impact Task Force formally organized. The GITF met on roughly a monthly basis to track the progress of each subcommittee and to provide a broad forum to develop ideas. Subcommittees included: Traffic Issues; Water Quality and Sewer; Land Reclamation, Flooding, and Drainage; Housing, Open Space, and the Community Preservation Act; Review Municipal Approval Porcess (Permitting) and PDD Regulations; and Town Center and Village Concept. The task force took the position that the overriding mission was "to provide valuable long-term recommendations regardless of financial impact, consistent with a collective vision of what Burlington should be" (RG144, series 1, Growth Impact Task Force Town Meeting Report, October 1, 2001, pp. 1-2).
2001 October 1The GITF made its report (series 1) and presentation (series 2) to Town Meeting. Town Meeting adopted resolution 1, creating a smaller GITF committee, which enabled the town administrator in consultation with the town moderator, to "appoint a smaller GITF committee composed of Town Meeting members and citizens to provide ongoing support and focus on the recommendations of the Burlington growth Impact Task Force as documented in the October 2001 GITF report." The resolution stated that the committee would prepare a written report for the May 2002 Town Meeting containing "prioritized recommendations, updates, plans for further actions regarding matters of growth, redevolopment, and instructure" (RG002, Town Meeting proceedings, 2001 October 1, article 1 and resolution #1).

Scope and Content

Series 1 (reports) and series 2 (presenations) provide the majority of the documentation of the Growth Impact Task Force. The report and presentation were presented to the October 2001 Town Meeting. The 57-page report includes a GITF membership list and the following reports: Traffic Report; Water Production, Distribution, and Quality Report; Sewer System Report; Land Reclamation, Flooding, and Drainage Report; Open Space, Housing, Community Preservation Act, and Senior Housing Report; the PDD and the Permit Process Report; and the Village Subcommitte Report. The report also provides the following appendices: Through Roads/Intersections/ Restrictions/Projects/Reference Maps; Notice of Water Ban in Effect; Current and Future Potential Figures Affordable Housing; Massachusetts General Law 40B; and Related News Article Briefs. The report also includes a list of Burlington environmental sites and their status (pp. 21-25).

The presentation provides an excellent summary of the report that was presented to Town Meeting. An electronic copy of each document is available under the Detailed Description of the Records section.

Minutes are not available; it appears that only agendas have been retained.
