ARTICLE 1 RE: REZONE GRANDVIEW FARM/CENTER STREET PROPERTY FROM R.O. TO PLANNED DEVELOPMENT (PD) DISTRICT
BY A VOTE OF 74 IN FAVOR AND 22 OPPOSED the town voted to amend the Zoning Map to rezone certain parcels of land
known as 59 Center Street, identified as a majority portion of Town Assessors Map 30 as Parcel 17; a vacant lot on
Sleeper Drive identified on Town Assessors Map 30 as Parcel 35-12; a vacant lot on Sleeper Drive identified on Town
Assessors Map 30 as Parcel 35-13; and a portion of 61 Center Street, identified on Town Assessors Map 30 as Parcel 18,
from One Family Dwelling (RO) District to Planned Development (PD) District in accordance with the Grandview Farm
Planned Development District zoning regulations included as part of the backup material to this warrant article; said

ARTICLE 2 RE: ACCEPTANCE OF GRANDVIEW FARMHOUSE, SLEEPER DRIVE
RESIDENTIAL LOTS AND SENIOR AFFORDABLE HOUSING RESTRICTION AND AUTHORITY TO CONVEY EASEMENTS FOR SENIOR AFFORDABLE HOUSING
MAJORITY VOTED to authorize the Board of Selectmen to acquire by gift or exchange and to accept, on such terms
and conditions as the Selectmen may determine:
(a) a deed of land with improvements thereon known as the Grandview Farm area at 59 Center Street,
being a portion of the premises described in the deed to Hubert J. Ruping and Ann M. Ruping dated
January 13, 1978, recorded with the Middlesex South District Registry of Deeds in Book 13375, Page 170,
also identified as a portion of Town Assessors Map 30 as Parcel 17 containing 1.94 acres, more or less,
said area being shown as Area 1 and Area 2 on the plan entitled "Grandview Farm Planned Development District,"
prepared by the Town of Burlington Planning Department, dated April 2, 2001, for general municipal purposes
and for the purpose of conveyance of the easements described in Article 3 of this Warrant; and of land or an
interest therein at 59 Center Street, being a portion of the premises described in said deed and being a portion
of the premises described in the deed referred to below, containing 1.96 acres, more or less, being shown as Area
3 on said plan, for the purpose of conveyance subject to a Senior Affordable Housing Restriction; and
(b) a deed of vacant land known as the Sleeper Drive lots, being a portion of the premises described in the deed
to Ann M. Ruping, as Trustee of the Sleeper Drive Realty Trust, recorded with Middlesex South Registry of Deeds, in
Book 28324, Page 356, said Sleeper Drive lots are also identified on Town Assessors Map 30, Parcels 35-10, 35-11,
35-14 and 35-15, containing 1.85 acres, more or less, and the fee ownership interest in a certain portion of the
Sleeper Drive Right of Way running from Briarwood Lane south westerly to the dead end, for the general municipal
purposes, including conveyance of access and utility easements within Sleeper Drive; and
(c) a Senior Affordable Housing Restriction with respect to the vacant land known as the Senior Affordable Housing
Parcel, being a portion of the premises described in the deeds referred to above, containing 1.96 acres, more or less,
shown as Area 3 on a plan entitled "Grandview Farm Planned Development District," prepared by the Town of Burlington
Planning Department, dated April 2, 2001, to be held and enforced by the Board of Selectmen on behalf of the Town.

ARTICLE 6 RE: Grandview Farm Money
To see if the Town will vote to raise and appropriate, transfer from available funds, borrow
or otherwise provide the sum of $15,000 or any other amount to pay for the rehabilitation costs of the
Grandview Farm, or to act in any other manner in relation thereto.
MAIN MOTION: To see if the Town will vote to transfer from Overlay Surplus the sum of $15,000 to pay
for the rehabilitation costs of the Grandview Farm, same to be spent under the direction of the Town Administrator.
Recommendations: Ways & Means 12-0-0 in favor.

ARTICLE 30 RE: Grandview Farm Repairs
To see if the Town will vote to raise and appropriate, transfer from available funds or
borrow otherwise provide the sum of $25,000 or any other sum to repair and maintain the Grandview
Farm complex or to act in any other manner in relation thereto.
MAIN MOTION: To see if the Town will vote to transfer from Free Cash the sum of $75,000 to conduct a
structural engineering and design analysis of the Grandview Farm complex and to repair and maintain the
integrity of the existing structure.
Recommendations: Ways and Means voted 12-0-0 in favor.
ACTION: MAJORITY VOTED TO APPROVE MAIN MOTION

ARTICLE 2 RE: Sale of Land/Sleeper Drive
To see if the town will vote to transfer from the Board of Selectmen for general municipal purchases to the Board
of Selectmen for the purpose of conveyance and to authorize the Board of Selectmen to convey, for such consideration
as the Selectmen may determine, all or any portion of the following properties:
Three parcels of land on Sleeper Drive, being a portion of the premises conveyed to the Town by Ann M. Ruping,
Trustee of the Sleeper Drive Realty Trust, by deed recorded with the Middlesex District Registry of Deeds on
November 23, 2002 as Instrument No. 69, which three parcels are shown on Town Assessors Map 30 as Parcels 35-10,
35-11 and 35-15; and further are identified as Lots 18, 19 and 23 on a plan entitles "Marion Estates Definitive
Subdivision Plan in Burlington, Mass.," dated August 9, 1977 prepared by Raymond Engineering Service, recorded
with the Middlesex District Registry of Deeds as Plan No. 588 of 1978 in Book 13456, Page 125, or to take any
other action relative thereto.
MAIN MOTION: Move that the Town vote to transfer from the Board of Selectmen for general municipal purposes
to the Board of Selectmen for the purpose of conveyance and to authorize the Board of Selectmen to convey all
or any portion of two parcels of land on Sleeper Drive, being a portion of the premises conveyed to the Town
by Ann M. Ruping, Trustee of the Sleeper Drive Realty Trust, by deed recorded with the Middlesex District
Registry of Deeds on November 23, 2002 as Instrument No. 69; which parcels are shown on Town Assessors Map
30 as Parcels 35-10 and 35-11; and further to appropriate the sum of $500,000, being all of the proceeds of
the sale of said parcels, for the purpose of making structural repairs and renovations to the Grandview Farm.
Recommendations: Land Use Committee voted 5-0 in favor of the sale of Lot C.
After considerable debate a motion to move the question was seconded and so voted.
There was a division of the house and tellers were appointed.
ACTION: BY A VOTE OF 77 IN FAVOR AND 11 OPPOSED THE MAIN MOTION CARRIED.

ARTICLE 7 RE: Structural Repairs to Grandview Farm
To see if the Town will vote to transfer from available funds, borrow or otherwise provide a
sum of money for the purpose of making structural repairs and renovations to the Grandview Farm property,
or to act in any other manner in relation thereto.
ACTION: WITHDRAWN
ARTICLE 8 RE: Grandview Senior Housing
To see if the Town will vote to authorize the Board of Selectmen to convey a parcel of land shown as
"Area 3" on a plan entitled "Grandview Farm Planned Development District", prepared by the Town of
Burlington Planning Department, dated April 2, 2001, which land contains 1.96 acres, more or less,
and is subject to the Senior Affordable Housing Restriction, on such terms and conditions and for
such monetary consideration as the Selectmen may determine, or to act in any other manner in relation thereto.
MAIN MOTION: To see if the Town will vote to authorize the Board of Selectmen to convey a parcel of land
shown as "Area 3" on a plan entitled "Grandview Farm Planned Development District", prepared by the Town of
Burlington Planning Department, dated April 2, 2001, which land contains 1.96 acres, more or less, and is
subject to the Senior Affordable Housing Restriction, on such terms and conditions and for such monetary
consideration as the Selectmen may determine, and will further vote to approve the proposed design and
development plans for the Affordable Housing Development project in Development Area, 3, which plans are
available at the Town Hall for review by Town Meeting members, being the site design and development plans
for the Affordable Housing Development which are proposed to be submitted as part of the PD Special Permit
application required under Section 12.1.5 of the Burlington Zoning Bylaws.
Recommendations: Ways & Means voted 9-0-2 in favor. Land Use Committee voted 6-0-0 in favor.

ARTICLE 15 RE: Sale of Lot C/Sleeper Drive
To see if the Town will vote too transfer from the Board of Selectmen for general municipal purposes
to the Board of Selectmen for the purpose of conveyance and to authorize the Board of Selectmen to convey
all or any portion of two parcels of land on Sleeper Drive, being a portion of the premises conveyed to
the Town by Ann M. Ruping, Trustee of the Sleeper Drive Realty Trust, by deed recorded with the Middlesex
District Registry of Deeds on November 23, 2002 as instrument No. 69; which parcels are shown on Town
Assessors Map 30 as Parcels 35-10 and 35-11; and further to appropriate the sum of $475,000, being all of
the proceeds of the sale of said parcels, for the purpose of making structural repairs and renovations to
the Grandview Farm or to act in any other manner in relation thereto.
MAIN MOTION: To see if the Town will vote too transfer from the Board of Selectmen for general municipal
purposes to the Board of Selectmen for the purpose of conveyance and to authorize the Board of Selectmen
to convey all or any portion of two parcels of land on Sleeper Drive, being a portion of the premises
conveyed to the Town by Ann M. Ruping, Trustee of the Sleeper Drive Realty Trust, by deed recorded with
the Middlesex District Registry of Deeds on November 23, 2002 as instrument No. 69; which parcels are
shown on Town Assessors Map 30 as Parcels 35-10 and 35-11; and further to appropriate the sum of $440,000,
being all of the proceeds of the sale of said parcels, for the purpose of making structural repairs and
renovations to the Grandview Farm to be funded from the Sale of Land Account.
Recommendations: Ways & Means voted 9-0-1 in favor.
An amendment to remove the sale of lot C and allow the sale of either lot A or B at $500,000 instead
was moved and seconded. The Moderator ruled the amendment out of order.

ACTION: BY A VOTE OF 72 IN FAVOR AND 3 OPPOSED, THE MAIN MOTION CARRIED.

To see if the Town will vote to appropriate $8,100,000 or some other amount, to be expended at the direction
of the Selectmen, to pay for the following Capital Projects, including any and all costs incidental
and related thereto:
Road Construction and Paving $1,000,000
AMR (Install Town Wide Automated Meters) $1,500,000
Terrace Hall Force Main $3,000,000
High School/FWS roof(s) $1,600,000
Grandview Farm Complex $1,000,000
and to determine whether the appropriation described in the article should be raised by taxation,
transfer from available funds, borrowing or otherwise or to take any other action in relation thereto

construction of a single residential home to pay for the cost of remodeling/reconstruction of the
Grandview Farm complex, or to act in any other manner in relation thereto.

Board of Selectmen, to pay for the following Capital Projects, including any and all costs
incidental or related thereto:

any other enabling authority and to issue bonds or notes of the Town; or act in any other
manner in relation thereto.
MAIN MOTION: To see if the Town will vote to appropriate the sum of $800,000 to be expended at

this appropriation, the Town Treasurer, with the approval of the Board of Selectmen, is hereby

ARTICLE 24 RE: Amendment to Grandview Farm Planned Development District Zoning Regulations
To see if Town Meeting will vote to amend the Grandview Farm Planned Development District Zoning
Regulations of the Town of Burlington by amending Section III. A: Development Area 1 ("DA1") to
increase the available parking on site as follows:
III. Use Regulations
A. Development Area 1("DA1")
The DA1 is intended for limited municipal uses, including only municipal offices, municipal museums,
municipal art galleries, and/or a municipal community center, together with accessory parking for no
more than thirty-two (32) vehicles.
And further to amend "Table 1: Grandview Farm PDD Schedule of Uses" Section B.8."Off-street outdoor
parking of vehicles", to replace "up to 15" with "up to 32" under column "DA1" and to eliminate the
asterisk and "Up to 70" under column "DA4".
And further to amend Section VI. Parking regulations to replace "shall be fifteen" with shall
be thirty-two (32) and eliminate the maximum within DA4 as follows:
The Planning Board shall approve the number and type of parking spaces when approving the
special permit for the PDD under Article XII of the Town of Burlington Zoning Bylaws, as amended
through January 2001, subject to the following: The maximum number of parking spaces which may be
located in DA1 shall be thirty-two (32). The maximum number of parking spaces which may be located
in DA3 shall be sixty (60). Parking is prohibited in DA2. Or to act in any other manner in
relation thereto.
